The SEELOS Project

Engineering X funded by the Royal Academy of Engineering, United Kingdom, and Lloyd's Register Foundation has awarded funding to a consortium of partners in ASEAN and South Asia also referred to as the Safer End of Engineered Life of Offshore Structures and Ship (SEELOS) Project to undertake a study entitled “Safe & Sustainable Decommissioning of Offshore Structures Taking into Consideration the Peculiarities of The ASEAN And South Asia Regions” commencing from March 2020 until February 2024.

This consortium involves the following partners:

Goal

To develop methods and guidelines which will enhance the safety of decommissioning process within the specific environment of the region.

Objectives

One

To develop methods and guidelines which will enhance the safety of decommissioning process within the specific environment of the region

Two

To identify and help improvement of a recycling facilities for the decommissioning offshore structures in the region

Three

To develop a long term network for sharing of information, best practices, facilities and capacity building in the region

Saving of costs and reduction of green house gases by eliminating the need to transport decommissioned structures to South Asia

Our Vision

Our vision is for a safe and sustainable decommissioning process in the region i.e. the decommissioning process becomes safe and environmentally.

All the decommissioning activities in the region are monitored and documented
A common set of guidelines are developed and continually improved
A better way of disposing the marine growth and potential hazardous wastes from the structures is found
The decommissioned structures could be reused in a safe manner or safely disposed of through proper decommissioning procedures
Adequate land-based recycling facilities are established in the region to cater for the expected boom in decommissioning activities
The operators, practitioners, government agencies and academia are expected to be talking to one another, sharing information on success stories and failures
